This report examines existing evidence that wastewater effluent discharged in the Barton Springs and
San Antonio Edwards Aquifer contributing zones under Texas Land Application Permits (TLAPs),
issued by the Texas Commission on Environmental Quality, have failed to protect springs, creeks,
rivers, and groundwater.

Land Conservation as Transportation Best Practice in the Barton Springs Watershed

Over the years. Austin has bought land and conservation easements to protect Barton Springs, preserve endangered species habitat, and provide outdoor recreation.

These same expenditures can also be seen as transportation investments -- as projects that limit or prevent traffic congestion by displacing the land developments that would produce traffic. In business economic terms, such investments reduce travel demand, rather than expand supply with road projects.

In coming years, transportation agencies plan to spend $543 million to complete both South Mopac and State
Highway 45 as toll roads over the environmentally sensitive Edwards Aquifer. Given recent cost overruns on
other toll projects, the actual cost is likely to be much higher. Unfortunately, even if these tolled highways get
built, the official computer models predict only unending increases in congestion and traffic.
